Communication Value Assessment

This is a four-part baseline metric which measures the structured approaches to communication scalability, focusing on how mutual communication is evolving to create citizen empowerment. By assigning ratings between 50 and 100, this CVA model effectively tracks scalability, engagement, accessibility, and advocacy efficiency. Each part within the baseline metric receives a rating of 50 to 100.  Rick Robertson Founder of mate3.com networking explained that there are four metrics to be measured. Below is a breakdown of the 4 Metrics:

(1) Individual Willingness to Share Experiences – Measures the probability that affected individuals will contribute firsthand accounts of what happened to drive improvements.

(2) Proximity of Advocates to Affected Persons – This assesses how closely aligned organizers and support systems are to those who make known a firsthand account of what happened to help find productive responses.

(3) Success Rate of Advocacy Models – Evaluates historical effectiveness in addressing incoming firsthand accounts of what happened as a continuing process.

(4) Operational Transparency & Accountability – Monitors the clarity, responsiveness, and reliability of the processes managing firsthand answers.

The CVA approach ensures that communication organizing methods can continuously build on advocacy strategies, maximize engagement, and show the gaps in sustaining organized policy-based communications.
